8007200a error

When I open delivery options on the Exchange standard tab of user's
properties and make any changes or even close the dialog without any changes
I get an error:
The specified directory service attribute or value does not exist.
Facility: Win32
ID no: 8007200a
Microsoft Active Directory - Exchange Extension

Both mail server and domain controllers are Windows 2000 SP4.
Mail server is Exchange 2000 SP3.

I've found out this problem doesn't apply to new users. I mean if I create a
user, I can do any changes. But I can't do it for old ones.

Here is one more detail. I've found an attribute of AD user object which
describe users which are able to send on behalf. When I edit this attribute
using ADSI snap-in, I have no problem. But I can't do this using AD users
and computers.
