Active Directory MMC's fail to open

We have a Windows 2000 SP3 domain controller on our
network with a Windows 2000 SP3 server that is not a DC.

When the non-dc server is off, the we can open the Active
Directory MMC's on the DC without problem and Exchange
Server 2000 runs with out problem. However, when we
startup the non-DC server we get the the following
message when trying to open the MMC's for Active
Directory;

"Naming information cannot be located because:
The Server is not operational.
Contact your system administrator to verify that your
domain is properly configured and currently online."

We can however use Windows Explorer on the DC and non-dc
to view the Active Directory on the DC. Also, the
Exchange System Manager reports the following error;

"Server is not operational:
Facility: Win32
ID No: 8007203a
Exchange System Manager"

If we then shutdown the non-dc, the MMC's work again and
so does the Exchange System Manager although we do have
to restart the Exchange Services.

Everything was working until we setup RRAS on the non-dc.

Has anyone got any ideas?

Carefully examine your servers EventLog as it may indicate more info. Don't
know why non-dc would influence other dc's, because I don't know its role
nor its config. Have you at least checked its NIC ? Faulty NIC can wreck a
havoc on a LAN.
