2 problems after new motherboard installation

I have just installed a new AOpen s661FXm motherboard, Intel Celeron 2.4 ghz
and power pack into my mother's computer. It's all working fine except for
2 problems:

1. Computer will not shut down. When you go Start Shut Down, Turnoff
like we used to, it now shuts down windows, then reboots. I cannot find
anything in the bios to stop this. How do I make it turn off the power when
I shut down windows? The Windows XP power management settings are fine.

2. The motherboard has onboard Realtek AC'97 onboard sound. When you
play music it slows and goes crackly, especially when opening another
application. I have uninstalled and reinstalled all drivers, but nothing
changes.

Would anyone have any ideas on how I can resolve these 2 problems?

The reason for restarts when shut-down is set,is that you have a hardware
conflict causing an "open loop".You might have a network adapter installed
when the board is set to use on-board-something along this type of conflict.
To repair or explore further,simply remove add-on hardware one item at a
time till conflict ends.In xp,go to run,type:Msinfo32 Hardware,forced
hardware,
and chk problem devices.For the sound problem,R.click my computer,properties,
device mgr.,sounds icon,expand the tree,R.click any realtek items,select
uninstall,
then shutdown after all is uninstalled,dont reboot,xp will reinstall at
start-up.
