16-bit windows program wont run

i have had my online banking for four years now without a problem and all of
a sudenly when i try to open my .exe it is saying

one of the library files needed to run C:\National.onl\online.exe cannot
load in the 16-bit windows subsystem because it is a win32 dll.

i have tried copying the autoexec.nt fileinto the system32 foled and it
still wont work

what is going on, i cant find help anywhere, ive tryed reinstaling the
program and it hasnt fixed it, and the banks tech guy has no clue how too fix
it either

i really need some help please
