16 bit programs

When I try to install 16 bit programs I get this. The Win16 Subsystem was
unable to enter Protected Mode, DOSX.EXE must be in your AUTOEXEC.NT and
present in your PATH. Can some one help

The following KB article still applies for XP

"The Win16 Subsystem was unable to enter Protected Mode" error in Windows NT
Server or in Windows 2000
