137 gig limit

I am running an asrock k7s8x board, windows xp
professional and I have installed service pack 1. I have
a C: drive made by western digital 200 gig capacity, my
F: drive is western digital 80 gig.

My 200 gig drive is still saying 137 gig, if i reformat I
will obviously have to reload windows and the service
pack and end up back where i started.

I am at a loss as to what to do next. my motherboard
supports 48 bit LBA mode. How do I get windows to
recognise the unused space on my drive?
