100% CPU

I play alot of games on my PC but i cant load a game if i am using either
the Windows Vista or Aero themes because the game will just turn completely
black and i cannot see the options - or sometimes it will load in the bottom
left corner of the screen (shrunk); therefore i can only play games using
the Windows Classic theme (depending on whats loaded on my PC - usually i
have to shut down everything including the Windows Sidebar)
When i try to load the game my CPU Usage flies upto 100%

I dont play extremely graphical games, i mainly play and experience the
problem whilst loading Half Life: Counter Strike 1.6 which should play
perfectly fine on a PC with half the specs of mine.

Does anyone have a way to solve this problem? Is it a bug or is Vista just
too much for my PC? I have Microsoft® Windows VistaT Ultimate , version
6.0.6000 running on:

CPU - AMD SempronT 2800+ (256KB L2 Cache, Socket-A) @ 1999MHz (166MHz FSB)
Motherboard - Asus K7VT6 , version 1.0x
RAM - 512MB, form factor: DIMM (RAM module 2) 512MB, form factor: DIMM
Video - NVIDIA GeForce 6600 GT (Processor: GeForce 6600 GT), 256MB,
1280x1024x32, 75Hz, driver version:
7.15.10.9746

Upgrade to the Forceware 100.65 drivers.
