100% CPU usage/ Insufficient Resources

Recently, I have been getting an Insufficient Resources
error message with as little as 2 programs running
simultaneously.

Windows Task Manager's Performance tab reveals 100% CPU
usage at all times.

In Safe Mode, I can run multiple applications without
problems, and the CPU usage goes back to normal values.

Is this a driver-related issue? If so, how can I learn
which driver is the culprit?

Also, some potentially unrelated items to be complete:

.. Internet Explorer no longer detects network
settings, though my copy of Avant Browser still works.
.. No viruses detected with updated definitions
.. One of the last things I remember doing before
the computer acted up was running Spybot software.
.. Computer details: Dell Dimension 8200 / P4
2.00GHz / 512 MB RAM running WinXP Home v 2002

Ummmm, well Insuffucient resource error means you are out
of Hard drive space or RAM. The only reason why you can run
more than two programs on safe mode is because that is what
safe mode does. It allows itself more space so you can do
more.

The total CPU usage is always 100%. Take a look at the list of running
processes and see which one is active. Although it could be a driver
problem -- one of the things Safe Mode does is use a minimal set of
drivers -- more likely it is some Spyware or virus. You can prevent
processes from starting at boot by using Start > Run "msconfig" (without
quotes) and unchecking entries on the Startup tab.

Do a scan with an up-to-date antivirus program and download, update, and
run Ad-Aware from www.lavasoftusa.com.

Actually, the reason you don't get the error in Safe Mode is because the
programs (virus, spyware) taking up your cpu cycles and RAM aren't
running. You need to scan with a current antivirus program (meaning a
version not later than 2002 and using updated virus definitions). Also,
you removed spyware with Spybot, but it is a good idea to also run
another detection/removal tool like Ad-aware from www.lavasoftusa.com.
Be sure to update the removal programs before running them. It is best
to run antivirus and spyware removal tools in Safe Mode.
