0*800A138F can't get into windows update

I can't get into windows update or any other secure site
there are a few prople with this problem but as of yet
nobody has come up with a solution.
I know it has something to do with the SSL cert. and im
missing a registry key
CSDVersion in
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Window
s
I have tried:
Changing system time
re-installing internet explorer
scanning for viruses
well everything it says to do on all the troubleshooters
on and offline.
It all started after i re-installed windows
I dont have SP1 and cant get it
 
you can download sp1 from the download section of the microsoft website.

please specify what version you are running at the moment and which did you
try to re-install>?
