I am receiving a message everytime I turn off or restart
my pc saying that winnet.exe was unable to intialize
because its shutting down so it failed. I never had this
problem before. Its says I think its with a .pf file.
What do I do to resolve this?

It sounds like spyware to me, I don't remember of a windows file called
winet.exe. Try getting Adware and scan your HD. it is free.

There is no such file in WindowsXP or it's system32
files. You probably picked up a "spy". Recommend you
download a free copy of Adaware or even better Spybot

The usual Google search turns up this information for you:

Suggest, in the future, when/if you encounter something of this nature,
that you try Google first, as it is often the easiest way to determine
if something has oft gang agley.

Also a standard recommendation: Anti-virus, firewall, anti-spamware
programs.

Example: I happened to notice, whilst writing this missive, that my
modem was receiving, although I was not attempting to up/download. I
just looked at the firewall inbound-event log, and see that someone was
trying to get into my computer, one of four attempts so far today for
the same bad actor-type program, from, so far, four separate sources.
