winnet.exe DLL initialization failed....

When ever i shut down windows XP or log off as a user i
get an error message stating 'winnet.exe DLL
initialization failed as the sytem is shutting down. Im
guessing that i am missing a file? how do i recify this
please??

The problem occurs if spyware is installed in your system.
