winnet.exe dll initialization failed

I am running Windows XP 2002, when I go to shutdown, I get
an error message, "winnet.exe - dll initialization
failed". Does anyone know what causes this error to
occur? And if so, what is the solution? Any help is
greatly appreciated.

Hello!
run spybot to remove it.you also download jv poer tools to
remove it from refistry.
