shdocvw.dll

I am getting this error when starting windows xp home.
LAos does this in safe made. I get this error clcok ok and
then nothing. here is the error

**the application failed to start because SHDOCVW.DLL was
not found. reinstalling application may fix this problem

I thoiught shdocvw.dll was a win98 problem
can anyone help
