sequence number change at download

I'm having a problem with the sequence number portion of picture files
changing when photos are downloaded with the camera and scanner wizard. This
occurs when photos are deleted on the camera leaving a gap in sequence
numbers. For example: 5 pictures are taken; #0003 is deleted leaving seq
#s 0001,0002,0004 & 0005. 2 more pictures are taken which the camera
correctly numbers as 0006 & 0007. The problem occurs when these are
downloaded to the computer. The computer will take picture number 0006 and
place it in the deleted spot in the sequencing. As a result the pictures are
out of chronological order. Without trying to explain my companies procedure
for attaching pictures to accounts I will just say that it is important for
these file sequence numbers to stay in chronological order. Is there a
setting somewhere within the scanner and camera wizard that can be changed so
that file names do not change at download?

Simple fix...don't delete images from the camera.

Open the folder.
Click on the View button on the top bar.
Click on Arrange Icons by.
Click on Picture Taken on.
The files will now be listed in chronological order.

Once in this order, you can rename them so that numerical/alphabetical
opening will be the same as chronological.

To rename, select the files (if you want all the files in the folder, hold
the Ctrl key down and press the letter A) and right click on the first file
(important to right click on the first file because renaming will start from
there).
Enter a new name for the name of the first file. You can enter any name you
want, then enter a space and then (101) and then the file extension .jpg and
press the Enter key.
The name should be something like this
Picture (101).jpg
This will automatically rename everything starting at (101), (102), etc.
