New computer with Windows Vista Home Premium using Windows Mail. Can send
and receive email normally except:
If I open my contacts list, highlight a contact then click email a new
message screen opens but ther is no send button!

Which antivirus are you running? Some of them are not compatible with Windows Mail.

Thanks Gary - I am using Norton Anti Virus.

Norton Antivirus is one of the three most likely to cause problems for
Windows Mail. The only way to confirm that it is the culprit is to do a
trial uninstall, then follow-up with their debris removal tool:

If no improvement, you can always reinstall. If there is improvement,
we can recommend a free antivirus that is more compatible.

Another option is to upgrade to Windows Live Mail which is more resistant
to the adverse effects of aggressive antivirus products:
