secure sites

Tonight I am suddenly unable to access secure sites. This
happened once before and I needed to change my encryption
to 128 -- which it is still set at. I read instructions
to delete the user profile as potentially corrupt, but I
do not have user profiles established on my computer. I
would appreciate any suggestions/advice/explanations.
