IE won't display secure sites

I am having a problem on a system with windows XP Home. IE
6 will not display secure sites. I have tried deleting a
user profile and creating new profiles but that doesn't
work. None of the three existing profiles will display
secure sites.

Do you have any other fixes I might try.

I have the same exact problem and it all began when I
installed a bunch of hotfixes the other day. I tried to
Rollback to a previous restore point but it hasn't
helped. Can anyone help us?
