How can I tell if the SSL port-port 443 is open on my
browser. The browser has 128 encryption but I am unable to
access secure web sites. We have a symantec firewall.

First I'd look at the firewall setting to see if you are blocking any ports
there.

http://www.auditmypc.com/freescan/scanoptions.asp?S=2069R2 will scan your
ports and report which are open.

Check the firewall's logs.
