Cannot Connect to Secure Websites
http://windows-help.net/WindowsXP/troub-10.html

What do you get for a page when you try to visit those sites? Is there an error icon down in the lower middle of the status bar (and what does it say if you click on it)?

Also delete any cookies for those domains. It is possible they changed the structure of their cookie but still try to read an old one which they then cannot understand. If you use a firewall, disable it and check again. Could be it is blocking Referrer from your browser and some site use this (and don't even need to be SSL secured) to guarantee to navigate to a page on their site from another page on their site (to prevent abuse or misuse from outside links).

I ran into this problem when following Microsoft's recommendation to improve encryption strength for EFS (encrypted file system) but it killed access to SSL secured (HTTPS) web sites probably because they don't understand any other encryption mode. See my prior post recorded in Google Groups at http://snipurl.com/5beo.

I've tried some of the ideas mentioned in the aricles and
it still isn't working. Is it possible our network
administrator turned off 128 bit encryption even though
the browser "about " says it is on?

They can't turn off encryption. But then can block port 443 (HTTPS).
