Scroll Bar Not Smooth

When using right side scroll bar, whether in IE or any application that has
one, it sort of goes down a piece at a time rather than a smooth movement.

Someone said this is because you have "tiling" set. I have no idea what
that is and they could not help reset it.

Any ideas would be helpful.

In Internet Options, Advanced tab, about half way down, select "Smooth
Scrolling".
