smooth scrolling lag

I have searched high and low for this. It is actually an issue that affects
Excel, Word, even Notepad.

Pulling down on the vertical scroll bar - the bar lags behind the mouse at
some slow acceleration. When the mouse stops the scroll bar eventually
catches up. If you scroll back and forth quickly with the mouse, then the
scroll bar actually goes the opposite direction as it catches up to the
first movement.

It seems like a really slow smooth scrolling that is quite painful to use.

How can I disable this "feature?"

I don't have an answer for you, but sympathise. I use an audio production
software package that once allowed me to "scrub" (drag the mouse across the
audio, and it plays as I drag, allowing me to locate a point). But it
changed long ago, and now has the delay you mention, and has become useless.
I suspect it's a Windows setting.

After a lot of hair pulling, I think I have found the answer. It seems to be
a dual monitor/video card issue. On one monitor (the one I use much less),
the problem does not occur.

Now, if I can just figure out how to make that change . . .

I use a Radeon dual monitor video card. Excel scrolls properly on either
monitor, so I can't test this, but I was wondering what results you get if
you restore (non-maximize) Excel, then move it to either window, leaving it
non-maximized, just adjusted pretty much for the full screen. That might be
a workaround, if it scrolls properly in that mode.
