Scroll bar "double down"

This may seem minor, but it's extremely frustrating.
When clicking the scroll bar to "page down", it pages two
down. This only happens in IE. Before I
uninstall/reinstall does anyone have suggestions?
I can't find a "scroll bar setting" anywhere.

That's caused by a bug in a recent IE patch (Q824145).

Some workarounds:
Use PageUp and PageDown keys
Use keyboard shortcuts; Spacebar to scroll down and Shift+Spacebar to scroll up.
