safe mode

My Instructions for putting Windows XP in a safe mode are
the following: Click Start, click SHUT DOWN,in the drop
down box click SHUT DOWN. In the Shut Down windows dialog
box click RESTART and then OK. There are more
instructions regarding Selecting Operating System, But I
never get that far.
When I click Start there is no SHUT DOWN choice, only
TURN OFF Computer(along with the usual menu choices) When
I Click TURN OFf Computer I have three choices STAND BY,
TURNOFF OR RESTART. There are no dialog box and when I
click RESTART, it does with no more choices. Any hints

I hit restart, then when the window pops up and starts
turning back on, I see in the bottom right corner, I
believe it says F10 for booting. It is when I see that,
is when I push F8. Then it goes to safe options
