Restarting in safe mode problems

When I follow directions to shut down and restart in safe
mode per the Windows xp help window it says the following:
1 Print these intructions
2 Click Start, Click Shut down, then in drop down list
click Shut down.
3 In the shut down windows dialogue box, click Restart,
and then click OK.

I can't even get this far. When I click on start there
is no "Shut down" option. Only "Log off" or "Turn Off
Computer" as well as program and docuement choices.

When I choose Turn computer off there is no dialogue
box. It simply begins shutting my computer down.

If computer is OFF, how can restart the PC in safe mode?

Just start the computer and while it's booting up hit the F8 key for your
startup options.

when you start the computer keep tapping the 'F8' key on
the top line on the keyboard, that will take you to a
screen that will allow you to enter safe mode

It should work... it's kinda hard to gauge the proper moment to hit the F8
key so what I do is as soon as I restart the computer I tap the F8 key like
once every second. Don't tap it too fast like a mad man otherwise you might
get a keyboard error / stuck key.
