"Restart" doesn't work. computer just shuts down.

I haven't been able to "restart" my computer since I installed XP in my new
machine. When I click on Turn Off..., and then Restart, the computer just
shuts down cold rather than restart. I have to hit the power switch to boot
it.

Is there something not set right?
