WinXP doesn't restart, just shuts off

I have the same problem Pinebear describes on his 6-26-06 post on this
newsgroup. If download Microsoft WindowsXP updates, and it wants to
restart the PC, when I click the 'restart' button the machine shuts
off instead of rebooting. When I use Start - Shutdown - Restart the
machine DOES restart correctly. Other applications that want to
restart the machine also cause shutoff instead of the requested
restart. There was no fix on Pinebear's thread and I haven't been
able to contact him, does anyone have an answer for this problem at
this point?

In addition to my above post, I just discovered that, run from cmd,
'shutdown -r' does not restart the computer either, it just shuts the
machine off. Of course this IS the first time I ever tried it, so
don't know it that is abnormal or not.
