Error Shutting Down or Restarting - Please help

I have an issue that I need assistance with. Anytime I try to shutdown or
restart my system using the following procedure:
1) Start Menu
2) Shut Down
3) Choosing Shut Down or Restart and Pressing OK Button
my system will close all runnig programs but fails to shutdown or reboot.
When I check the System Event Log I get the following error:

Product: Windows Operating System
ID: 1073
Source: USER32
Version: 5.2
Symbolic Name: WARNING_EW_SHUTDOWN_CANCELLED
Message: The attempt by user %2 to restart/shutdown computer %1 failed

The only way I can get the system to turn off is by either pressing and
holding the power button, using another computer and third party tool to
perform a remote shutdown, or use psshutdown.exe to perform a shutdown or
reboot.

Can someone please assist with advice on how to fix this issue?

This event is written when a user or application attempts to realse the
memory but fails to do so resulting in the shut down delay or hanging state.
Which rsult in the Shutdown GUI interface to malfuntion or not respond to the
Command.
Down load User Profile Hive Cleanup Service and Restart your Computer, does
it help?

Go through these cleaning steps:
1... Click start >> Control Panel >> Double Click Network and Internet
Connections >> Double click Internet Options, on the IE Properties window
you will see these Options:
General | Security | Privacy | Content | Connections | Programs
| Advanced .

Click on General Tab (1st Tab on the left) and you will see a Button called
[ Clear History ..] click on it to clear your History caches, then click on
[Delete Files..] to delete Internet Files created over the time, click on [
Delete Cookies...] to delete your cookies left by visiting websites.

Then click on Advanced tab and scroll down to under the Browsing Option:
[&] Browsing
[ ] Enable Third-Party browser extensions (Req Rest) uncheck this box.

= Then try to Disable the Add-Ons on your Browser somehow installed on your
browser, On how to disable the Add-ons follow this:
Click on Programs Tab and then click the Manage Add-Ons Button there Disable
the None/Not Verified Plug-ins/Add-ons ( you need to Renable them one-by-one
later and see which is the culprit .
