computer will not switch off or restart

hi after a forced reset my computer refuses to switch off or restart.i click
on shut down windows closes and the monitor goes blank but the pc wont switch
off unless i hold down the power button for a few seconds .similarly if i
want to restart my computer windows shuts down screen goes blank but the pc
will not restart unless i press the reset button.
is it a bios problem as windows apears to have shut down?

It sounds like failure to release accounts at shutdown. Try the
hive cleanup utility at
http://www.microsoft.com/downloads/...6D-8912-4E18-B570-42470E2F3582&displaylang=en

and see if it helps.
