XP will not Restart

When I click restart the OS shuts down, but once the it is at BIOS level it
stops the stops the boot process. The monitor displays as if power was shut
off to the PC. I have to power off to get it to reboot.

Is the BIOS set to allow the OS to control the power options? Check in
there... It's often boot and pound on the delete key until something neat
happens. ;)
