Reinstall windows xp

My computer has become quite slow and I thought that perhaps I should
reinstall windows but my computer doesn't boot from Windows XP CD and I get a
message RETRY but retry also doesn't work. I tried to format Hard Drive in
the hope that after that computer can be booted from CD but even formatting
is unsuccessful and I get a message that DRIVE CAN'T BE FORMATTED,QUIT ALL
DISC UTILITIES OR PROGRAMS THAT ARE USING HARD DRIVE.
what should I do? A bundle of thanks for any help

the reason why you can't format your hard drive is your within windows at the
time,
it has saved your bacon from doing a wrong thing. you shouldn't format anyway.
In order for you to boot from the cd, you first have to change the order of
boot device in your bios, but I digress.

I suggest you do some scans for malware and virus before you consider
formatting,
both malware and virus can affect system performance drastically, have you
any software that scans your system for malware or virus, if not I suggest
supermalwarebytes, and also the forum for hijackthis, Do a google search for
hijackthis and please do not post the log here.

Formatting a local hard drive will not subsequently permit/allow/somehow
magically change so you can boot from CD... No more than choking a rooster
will make it lay an egg.
