red x instead of pictures on some web pages

Some pages I go to have red x's instead of pictures. I
can make the pictures appear by going to the view menue to
encoding to Western European (Windows). Then the next
page it defaults back to Western European (ISO). I have
selected auto-select but it does not work. Any advice?
