Automatic Encoding in IE6 not working

My encoding reverts to Western European (ISO) even though
it is set on Auto-Select. As a result, many pictures do
not show up (I get the infamous red X's) unless I manually
set encoding to Western European (Windows). This problem
only started occuring after I began using SBC Yahoo DSL.
They, of course, say it is not their problem. I'm running
the latest updates of Windows 98 and IE6.

I'm really tired of reading posts blaming Western (ISO) for the Red X
problem. I have been using Western (ISO) for years on Win98, Win98SE,
Win2K, WinME and WinXP without any image problems. The problem is something
else. I don't know where because I cannot duplicate it.
