Encoding Problems

When going to various sites, the site loads with red x's,
I have to go to "view" then to "encoding" then click on
Western European Windows, to view the page as intended.
IE 6 by default is loading in Western European ISO? How
do you get rid of other languages in Encoding and use only
Western European Windows?

You may be able to set the default key in the registry.
If you are not a ease with editing the registry get help.
