IE 6 "West European" Encoding Setting: Windows v. ISO

When I log onto IE 6, the setting under "View", "Encoding"
is dotted as "Western European (ISO)" vs. "Western
European (Windows)".

Under the "Western European (ISO)" the pictures/images on
the page are not visible.

I go into "View", "Encoding" and change the dot setting
from "Western European (ISO)" to "Western European
(Windows)".

I have to go through this process EACH time I view a new
web page.

Does anyone know how to set the "Western European
(Windows)" setting as DEFAULT?

A Web page may display an image as a red X, or a placeholder may appear in
place of the image.
