Power Surge on Hub Port
A USB device has exceed the power limits of its hub port.

This error message began popping up recently (no recent hardware or software
changes). Message appears even if there is nothing connected to a USB port,
and if a wired or wireless mouse is used. It occurs both on wake-up from
standy, and on start-up.

I have tried re-setting the port (as recommended), but the message reappears
after a few minutes. Disabling USB 2.0 seems to work (as recommended by
Microsoft), but that's not a solution!

Googled the error message, but no luck there either even though it looks
like a very common problem. Some people suggest removing Service Pack 2, but
not sure what the downside is of doing this.

Any suggestions appreciated.

All electrical devices when first powered on exhibit a condition called
"InRush Current". This is a momentary spike in current drawn which
diminishes ( or levels out ) after a short period of time. With NO USB
devices connected this would indicate a hardware failure. You need
to open the details box of each USB root Hub in Device Manager &
check the Power (TAB) to see what if any current is being consumed.

This doesn't show you the actual current consumed, only what the peripheral
has negotiated with the host.
