Outlook 2003 won't start - MSSPC.ECF MISSING

My Outlook 2003 wont start says the MSSPC.ECF is missing or in the wrong
format but I can stand on my head and sing NKOSI SIKELELA through my toes and
it *WON'T* fix...

I can't run DETECT & REPAIR because Outlook just won't start.
The REPAIR on my installation CD doesn't help.
'Ell! Reinstalling doesn't even help?!

Does anyone know what I can do to fix it?

MSSPC.ECF is an Addin located in C:\Program Files\Microsoft Office\Office11\Addins. Do a search for it and see if it turns up and then relocate it to the right file. Otherwise did you use a Registry Cleaning tool lately.

Try extracting it from the install CD and deposit it to the correct location

That's a Schedule+ add-in that Outlook 2003 should be using. If you don't
see it in Outlook's Add-In Manager or COMS Add-Ins so you can remove it
there, then delete %UserProfile%\Local Settings\Application
Data\Microsoft\Outlook\extend.dat and try running Outlook again.
