Opening Control Panel causes error

Hi,
On my XP system, if I open Control panel, I get following pop up,
---------------------------
Control Panel
---------------------------
An error occurred while Windows was working with the Control Panel file
C:\WINDOWS\system32\netsetup.cpl.
---------------------------
OK
---------------------------

Even if I click OK I get it multiple times but then the Control Panel
finally Opens up .

Is there any solution?

This is because of IPMon32, a repellent little program from your ISP. It
is not necessary, so go to Start>Run and type (without quotes)
"msconfig" [enter]. This brings up the System Configuration Utility.
Look on the Startup tab and find IPMon32. Uncheck the box next to its
name, Apply and OK out. You don't need to restart immediately, but the
next time you do you'll get a dialog saying you've used the Utility.
Just tick the box that says in effect, "don't bother me about this
again".

I'm having the same problem and wanted to try the fix above, but IPMon32
wasn't listed in startup or anywhere else. Are there any other suggestions?
