Control Panel Error Message

I am getting and error message on my Dell PC running XP Home Ed. with service
pack 2 and I just thought I would see what the discussion group thought.
When I go "Start", "Settings", "Control Panel", and some function I get this
pop up error message "An error occurred while Windows was working with
Control Panel File
C:\Windows\Sysytem32\NETSETUP.cpl. ".

Hrmm.. either run your xp recovery cd, or try running scanreg in a dos
prompt window.

The netsetup.cpl file is associated with Visual IP InSight monitoring
software garbage, probably installed with some software from your ISP. Use
the System Configuration Utility and disable IPMon32 from startup.

Start>Run>msconfig [enter]

This brings up the System Configuration Utility. Look on the Startup tab and
find the probable culprit. Uncheck the box next to its name, Apply and OK
out. You don't need to restart immediately, but the next time you do you'll
get a dialog saying you've used the Utility. Just tick the box that says in
effect, "don't bother me about this again".

That is *terrible* advice. Why are you doing this? Do you *want* to destroy
people's computers?!!

There is a completely simple answer and I have already given it to the OP.

And there is no "dos prompt" in XP. There is a commandline console, but no
DOS.

Either that or delete/rename c:\windows\system32\netsetup.cpl
