Control Panel error message

When I try to go into my control panel on my XP machine, I get the following
error message "An error occurred while Windows was working with the control
panel file c:\windows\system32\netsetup.cpl. If I click "okay," control
panel will load and is usable. Does anyone know how I can fix this? Thanks,

Netsetup.cpl is related to the obnoxious IPMon32.exe that came along
with your ISP's software. Use the System Configuration Utility to stop
IPMon from starting with Windows.

Start>Run>msconfig [enter]

This brings up the System Configuration Utility. Look on the Startup tab
and find the probable culprit. Uncheck the box next to its name, Apply
and OK out. You don't need to restart immediately, but the next time
you do you'll get a dialog saying you've used the Utility. Just tick
the box that says in effect, "don't bother me about this again".
