NTVDM Kernel error message

Hey, I am trying to install my 'old' Jedi Knight-Dark
Forces II game and I keep getting the error message:

NTVDM KERNEL: missing 16-bit system module
please re-install the following module to your system32
directory:
USER.EXE

I have tried the compatability options and nothing
worked. I have checked the lucas arts website and there
is nothing there. This game worked fine with win98.

Any suggestions and helpful tips are appreciated.

It comes up after a few seconds. Everything looks like it
is going to install fine and then this error message
appears. Once I click the 'close' button the installer
disappears.

I have XP Pro Ver 2002. I have the disk space (over 8
gigs) and the memory (356 mb), its just this problem.
