Missing 16-bit system model Error message

I think I have successfully run a Win95 version of
Microsoft Arcade under XP. Recently, I've been getting
this message when trying to start it:

NTVDM Kernel: Missing 16-bit system module Please re-
install the following module to your system32 directory:
KEYBOARD.DRV

anyone have any advice?

Neither my Win95 version of PacMan nor Word 6 run having
played with the compatibility wizard, but I'm pretty sure
they've run before. It would be easy to blame the kids
for having deleted something but that might be unfair.
