"No connection to the Internet is currently available" message

My department has been getting calls within the past 2
weeks from users about their IE. They are getting the
message "No connection to the internet is currently
available. To view internet content that has been saved on
your computer, click Work Offline." We know for a fact
that they have an internet connection (T1's). If they
click on Try Again, they are able to continue working.
They are all on either Windows XP sp1 with IE6 sp1 (all
the latest updates) or Windows 2000 sp4 IE6 sp1 (all the
latest updates). This started appearing about the 20th of
Jan.
I have seen a few other postings about this on other
forums and newsgroups. However, I can't find anything
recent in the Knowledgebase (only article for Win98). Is
there something in one of the more recent IE or Win2K/XP
updates that could be causing this?

Thanks H. Unfortunately, none of the issues listed were what we've been experiencing. The articles listed were primarily for when the browser started in Offline mode. Our users start out working normally in "online" mode, but get the aforementioned error when moving from one web page to another. This seems to be random. Once they click on Try Again, it appears they no longer get the "No Connection to the Internet..." message in their current session. If they close IE and open again, they start getting the message all over again
One note: this seems to be happening primarily on SSL secured sites, but need to double-check

Are they using the format
