no connection to the internet is currently available

After I boot up and connect to the internet (win98se / high speed dsl) and
then try to use outlook express 6, or internet explorer 6, I get an error
message that tells me that "no connection to the internet is currently
available" and asks me if I would like to "work offline" or "try again" to
attempt to connect. I click on "try again" and it uses the connection, no
problem.

I never used to have this problem. Anyone know the fix?
