Need to know hotfix address

I've looked, and for the life of me cant find the
location of the hotfix mentioned here

us;828940 thats whats wrong. thats what i need to fix it.
but i have no idea where i can download it...thanx guys!

Say that you need a hotfix and you won't have to pay.
