Microsoft Windows XP Embedded Desktop QFE Installer Tool needs Q842930 in SP2?

Hello,

I tried to install <Microsoft Windows XP Embedded Desktop QFE Installer Tool
= Q824706> for SP2.
The tool needs Q842930? Q842930 is a QFE for SP1? Do I need all QFE for SP1
in SP2?
I thought SP2 contains all QFE of SP1?
