Can't install Q824706

I tried to install <Microsoft Windows XP Embedded Desktop QFE Installer Tool
< Q824706> for SP2.
The tool needs Q842930? Q842930 is a QFE for SP1? Do I need all QFE for SP1
in SP2?
I thought SP2 contains all QFE of SP1?

The file has the name Q824706_xpe_sp2_x86_enu.exe.
Are there any quickfixes for XPE SP2 with _sp2_ in the filename?

The Desktop QFE Installer Tool component just has component dependencies.
In other words, it doesn't really NEED a repository. Extract the QFE from
the .exe (cab/zip type file), look at the component adjust as you see fit.
I seem to recall having to do that once in the past and I think I just
simply set it to an unknown repository since it didn't have any files
anywhere.
