Using Outlook 2002 (10.6515.6714) SP3 with XP Home SP2
version 5.1.2600 and Internet Explorer Version
6.00.2900.2180, and I have the problem defined in
Microsoft Knowledge Base Article - 830921, 'A file that
is named "~" appears on the desktop or in another
location on the hard disk'.

KB830291 only addresses the problem and hotfix in Outlook
Express and Internet Explorer 6. See below:
This problem may occur if the following conditions are
true:
* You are using Internet Explorer 6 Service Pack 1
(SP1).
* You have installed the update that is described in
either of the following Microsoft Knowledge Base
articles:
** 331923 An overview of the Cumulative Update for
Outlook Express 6.0 S331923
** 330994 MS03-014: April, 2003, Cumulative patch for
Outlook Express

Internet Explorer 6 and Outlook 2002 SP3 also have this
bug.

It is a glitch in an MS patch. It is just a backup of OE your address book.

You may find one in C:\Windows as well. It is nothing to worry about. Just
rename the extension to .wab and you will see that is all it is. It usually
appears after you have added a new name or changed any details in your
