Internet Pages Opening By itself

There is Web Site which tends to commit that they are Search Engine. The
address is http://213.159.117.134 (normally says cool web search). what
actually they do is that it takes over your internet explorer, establishes
itself as default home page. Then it starts opening the Internet Explorer by
itself with its own WebPage in multiple windows. This crashes the window or
make the virtual memory extremly low. I have tried every course of action
starting from Internet Options: deleting cookies,making the home page
Use:Blank, uninstalling IE6 and then reinstalling it but of no use. I have
Norton SystemWorks Pro 2004, but it doesn't seem to detect anything wrong.
Please help me out to get rid of this bug.

Do a Google and download/install/run the following: Adaware SE, Spybot
Search & Destroy, CWShredder, SpywareBlaster and if you are ambitious HiJack
This, and read where to post its results.
