internet explorer not able to go to access secure websites

I have been having trouble accessing secure websites with
internet explorer 6.0 - I have tried to get help from AOL
and also, my new isp Earthlink. They advised to reload
internet explorer from MSN website. I had many errors
trying to do this - I ended up using the restore disks
that came with the computer. I was then able to reload
interned explorer 6.o - but this has not helped. I am
still unable to open web pages with Internet Explorer ---
Does anyone have any ideas - I have checked and reset
security settings, and I have deleted temp int files, etc..
nothing works!
