Insert Graphic with Text Flow?

Can I insert an external (e.g. gif or jpeg) and get it to flow with
the text ?

When I insert one, it doesn't place within the text... it jumps to a
neutral location and doesn't have any "flow" features available in the
settings area.

"Text flow" is a typical feature for programs that use a lot of text. As you
should not insert large amounts of text on a slide, PowerPoint neither needs
nor has that feature. You have to adjust your text manually to the image.
